13-credit policy

The University of Minnesota, Twin Cities has a policy of charging all degree-seeking undergraduate students a flat tuition rate based on 13 credits. Under this policy any credits beyond 13 are available at no additional charge. Likewise, unless you have prior approval (see exceptions below), you must pay the 13-credit flat tuition rate even if you register for 12 or fewer credits.

The University has adopted this policy to encourage you to graduate in four years. To do this, you will need to average 15 credits per term, a choice that can save you both time and money. For example, you could save around $8,000 by graduating in four, rather than five, years. Simply put, your education will cost you less as you are able to increase your credit load. Exceptions

If you have life circumstances that prevent you from enrolling full time, you are welcome at the University. You will be able to petition your college either to enroll part time, or to take fewer credits for a short term (because of personal extenuating circumstances or because you need fewer credits to graduate). To apply for an approved exemption to the 13-credit policy, complete the online form, by the end of the fourth week of the semester. If your request is approved, you will be billed only for the credits you take, at the per credit rate.

International students

If you are an international student with an F-1 and J-1 visa, you are also subject to specific credit load requirements by U.S. immigration law. In addition to filing the form, read the information and complete the forms regarding reduced course load requirements for F-1 and J-1 visa holders.

Non-degree or Wisconsin reciprocity students

If you are a non-degree-seeking student or Wisconsin reciprocity student, you will be charged tuition per credit for credits 1-12, and pay the flat tuition rate for credits 13 and over.

However, if you are a Wisconsin reciprocity student, you will be charged for institutional fees according to the 13-credit policy. You must have approval for a reduced credit load to be eligible to pay the reduced rates for the University fee , technology or collegiate fees, and other applicable University fees.
